assignment # 8

Interview a personnel/human resource manager on his concept on the nature, scope and role of human resource management. Do you agree with him? Explain. Is his concept similar to that of the management of his organization? If not, ask him how the differences are settled.
Mam Marivic I. Dumaran is the Administrative Officer V of HRDD in USEP. I together with my group mates, we asked her on her concept on the nature, scope, and role of Human Resource Management. According to her, Human Resource Management is responsible to hire personnel (human resource) that fit on the jobs, duties and functions of the institution. It is true that the HRM has a control of the human resource planning, directing, and organizing its personnel on the whole institution concerning on their jobs, from the lowest rank of employees to the highest rank. They provide the necessary things for the employees as well as the institution for the advantage and benefit of both sides.
She also added that without HRM in an organization, to operate an institution is impossible. Because the heart of an organization are the employees, that make it as an institution or organization.
Based on the information we gathered from interview and observation, I observed that the said division operates by making the most of the resources they have. Though, they already established a foundation by operating for long years there are still lackness that needs to be complete or to take concern of. Honestly, the management wasn’t functioning well because there are things that we witness that show the lackness of the said organization. How an HRM department can operates their function well if it alone cannot? However, they are aware of that these things, that is why they make best use of what they have. The said department is functioning and operating, yes, there are just factors that need to improve more and to think about for the progress and for a much better operation.

<...Interview with the Administrative Assistant...>

This afternoon unexpected thing happened to us..... I, and my group mates(excluding Karl.... he was late....hehehe) met at the school around 2:30 pm expecting to have an interview with Mam Marivic. Quarter to 3:00 we entered to the HRDD office. Surprisingly, we found out that Mam Marivic was not there because she was absent( i smell something fishy here.....hehehe). Don't you think that we are very luck?!....hehehe Anyway, we shut the door behind us and had a talk with there Administrative Assistant 2 Mam Evelyn Del Rosario. To our surprised, she agreed to be interview right at that moment. Without hesitation we grabe the opportunity given to us even to do it in a standing position. As quickly as 20 minutes(i guess... but surely not more than 30 minutes) we finished the interview and got some information and print screen of there HRIS database. We also found out that the person we interviewed is the only one that have the access in there database in Payroll and Information System. Unexpectedly, we found out something.... something that i can't tell to you... hehehe... it's a secret.....

<...The Promise Part 2...>

(this was the day…) Around 2pm we went to the HRDD office to check if Ma’am Marivic is there. Nice to know she was there, but we waited for almost 1 hour before we had a talk with her. At last, she set a schedule for the interview even if they are very busy. After the talk, we settled on Friday 3pm on their office for the interview…. (we wanted to make it earlier but we don’t have a choice….) see you there!...

<...The Promise...>

This is the day that we expected that we can have an interview with the head of USEP HRDD. We are all anticipating that we will finish the task that day… Unluckily, one of the staff of HRDD told us that Ma’am Marivic was in Laguna for business matter and possibly she will return maybe on Thursday or Friday (but still tentative..). And to make it sure he preferred to us to return next week, Monday. Then, after that we leave the office hoping for luck next time…

On the same date, instead of entertaining the disappointing feeling we had, we set our mind to finish our gantt chart that day. It wasn’t an easy one because we all needed a motivation to do it. And before we knew it the motivation was costly but worthy because we really did finished that final draft of our gantt chart. yehey!..

Wow.. On the earlier days we all thought that microsoft visio was the necessary application to create the gantt chart. And of course we looked for the installer. Fortunately, we had it (thanks to kuya Anthony!….) but before we knew, it was hard to use. We really had a hard time to create our gantt chart, we even asked the higher years on how to do this and that but, we learn nothing from them instead they advised us to use the Microsoft project which is easier to use than visio. From first floor of engineering building we transferred to the second floor to continue the gantt chart using visio (we just try our fortune by exploring…)because we don’t have an installer of Microsoft project. We are also most done in visio but still we encounter a lots of problem until this classmate of ours named Roy arrived and shared to us his installer in project (thanks to you!... we finally finished it…). After 48 years we are done and it was 9:30pm when we depart from the school…

We printed our gantt chart and passed it to sir Gamboa. Sadly, he was not around, so we decided to just put it in his table(before everything would be late…) because on the next day is our festival.

We came to school early because of our festival and we needed to log in. Then, on the basketball court we saw sir Gamboa that reminded us about the gantt chart and then, we went to his office and checked if it was ok. Greatly, it was (yehey!... we gain more energy because of it…), we saw the sign there saying “ready for posting ”… hehehe (great!... isn’t it?...)

I, together with my group mates visited the HRDD for a second time for the follow-up interview. However, Ma’am Marivic asked for guide questions for her to know the questions we are going to ask and the topic we will be going to tackle with her. So we made the guide questions right away….

<...Trying our Luck...>

August 25, we submitted the guide questions Ma’am Marivic requested from us and we also presented our letter as well. Sad to say, she recommended that we return on the following day because she needs to check first her schedule and they are busy to cater us that time. On the following day, (we are back again…) Ma’am Marivic informed us that she will be having a seminar on 27 - 29... (how sad!...) and maybe she well entertain us next week…. (i hope so…)

<...Ambush Interview...>

A day before our report we printed (once more!...) our request letter for USEP HRDD and signed it with Mr. Gamboa (over again…) and submitted it. Luckily, the Administrative Officer or head of HRDD Ma’am Marivic I. Dumaran was there. She was very accommodating, by chance, she let us interview her right from then. Amazing!... we had only a day to make our report….

<...Sharing Time... >

We came to school earlier but sadly the Nodal was still closed where the LCD we needed was there. But thanks to kuya Jethro he helped us to go up and down from fifth floor to first floor to check if we can already have the LCD. (thank you so much kuya!..) The sharing started late (I guess… 5 to 10 minutes) than expected, by then we had the LCD. We were quit unprepared but we did all we can with the little time we hah. It took long before we ended our report, it was almost 1pm when we left the room…. And proceeded immediately to our next class which is java… (whew…)… but after all, it was a releasing feeling…

<<+During the First Weeks of HRM Class with Mr. Gamboa+>>

As far as I can remember, I felt that time a little strange. Strange… maybe because of new environment (not to mention I’m an evening student before) and maybe of new classmates (but not really new faces). Whew!... I’ve just known (just a few of them) by name and nothing more, even the teacher Mr. Gamboa I’ve heard a lot of things about him (“trembling” things) and I guess it didn’t help during the first meeting with him… Hehehe….

Anyway, about the teacher he was good ( look in the bright side…) really good, I really learned a lot from him (honestly…), like involving to things we have to and becoming responsible in ourselves voluntarily (and lots of realization). His not the typical teacher type using chalks and board, books and theory his more on application and he don’t want to let his student to be stagnant in four corners of the room, instead he let us view and experience a real life outside the school and learn something from it by heart and mind.

Afterwards, we are tasked to adopt a company by group and share things in the class about the adopted company’s Human Resource Management. I and my group mates Athina, Jealou, Karen and Karl chose the Davao City Water District company to be adopted and we are scheduled as the second reporters. I already expected it won’t be easy and It was… uneasy. We created and reprinted our request letter many times, again and again, before we finally presented it to our adoptive company. We had a follow-up call to ate Nil (one of their staff) regarding to our request, and it was accepted, and we are given a scheduled to interview them. Unfortunately, a day before the interview they informed us that the interview will be rescheduled in the following week due to their monthly meeting. It was frustrating... in deed!... ( really!..) Cause we were ran out of time.
Because we don’t have any chose we decided to adopt our very own USEP Human Resource Development Department.

On the assumption that you heard/read the SONA of the President yesterday, July 28, 2008, identify at least 3 areas related to Human Resource Management and explain how these areas can improve our quality of life.

Three areas related to Human Resources and its explaination on how it can improve our quality of life:

1. EDUCATION
"In training, 7.74 million took technical and vocational courses over the last seven years, double the number in the previous 14 years. In 2007 alone, 1.7 million graduated. Among them are Jessica Barlomento now in Hanjin as supply officer, Shenve Catana, Marie Grace Comendador, and Marlyn Tusi, lady welders, congratulations.
Bukod sa libreng edukasyon sa elementarya at high school, na doble ang pondo para sa mga college scholarships, while private high school scholarship funds from the government have quadrupled."

ArrowEducation nowadays is the necessary factor for the survival and progress of each individual and even a country. It is nice to know that our government has a big interest and attention for the education of its people, inspite of the crisis we are facing right now we are still capable to have this education thru these technical and vocational courses and to be competitive globally. This opportunity helps a lot to those underprivileged to be educated and sooner to be useful to each one and to the country.

2. GSIS, HOUSING LOANS, HEALTH INSURANCE

"GSIS pensions have been indexed to inflation and have increased every year since 2001. Its salary loan availments have increased from two months equivalent to 10 months, the highest of any system public or private—while repayments have been stretched out.
Pag-Ibig housing loans increased from P3.82 billion in 2001 to P22.6 billion in 2007. This year it experienced an 84% increase in the first four months alone. Super heating na. Dapat dagdagan ng GSIS at buksan muli ng SSS ang pautang sa pabahay. I ask Congress to pass a bill allowing SSS to do housing loans beyond the present 10% limitation.

Philhealth has paid P100 billion for hospitalization. The indigent beneficiaries largely come from West and Central Visayas, Central Luzon, and Ilocos. Patuloy nating palalawakin itong napaka-importanted programa, lalo na sa Tawi-Tawi, Zambo Norte, Maguindanao, Apayao, Dinagat, Lanao Sur, Northern Samar, Masbate, Abra and Misamis Occidental. Lalo na sa kanilang mga magsasaka at mangingisda."

ArrowIn terms of human resources, employees benefits are part of it because its main concern are its people and its needs. For an individual to work hard and be progressive, good benefits should be offered to an employee as an exchange, to meet their needs. To achieve success, we should start prospering on the foundation of our plans and our actions to meet our goal. Our government should give focused and attention more to its human resources for the progress and productivity it offers in return.

3.POPULATION CONTROL

"Rice production since 2000 increased an average of 4.07% a year, twice the population growth rate. By promoting natural planning and female education, we have curbed population growth to 2.04% during our administration, down from the 2.36 in the 1990's, when artificial birth control was pushed. Our campaign spreads awareness of responsible parenthood regarding birth spacing. Long years of pushing contraceptives made it synonymous to family planning. Therefore informed choice should mean letting more couples, who are mostly Catholics, know about natural family planning."

ArrowWe are all aware that we are facing economic crisis globally, and each one are affected of it. And we are trying to conquer it and finding solutions on the problems we are facing right now. One of the solution that can help to survive in this crisis is population growth control. Through this program, couples and each individual are becoming aware on the role of each one and the population growth of the country. It would lessen the use of natural resources and decrease poverty and the crime rate of the country.

And human beings are the most valued and significant in an organization because a company could not work and do nothing without its personnel. They are the fundamental, vital, and essential factor for the improvement, success and even survivability of an organization in the industry. Every man has this necessary information for the development and without these people there is no organization to be called. An organization possesses a lot of factors to be successful and to be competitive but, the primary of all is its human resource. It is because human beings are capable of exerting great powers of persuasion or influence that a company should have to be able to take an action and to begin operating or functioning.
It is extremely important because of being or happening at a time of special difficulty, trouble, or danger, when matters could quickly get either worse or better will depend on the performance and the human resource of an organization. And yet the least understood and the worst manage of its resources.
Human beings has absolutely the power over anything, thou in an organization people are considered as one but, in reality every man or each one has its own mind, style and uniqueness, complex in any ways and is constant for change.


It is true that human beings are the most important in an organization that, it is crucial to develop and enhance and nurture and take good care first before anything.

Importance of HRM

Human resource management (HRM) is the strategic and coherent approach to the management of an organization's most valued assets - the people working there who individually and collectively contribute to the achievement of the objectives of the business.

In the future, we will be part of these "most valued assets" in an organization and as early as now we need to learn, understand, and have a full grasp on the role of HRM in any organization that soon we will be part of (just a guess...). In order for us to be competitive and fully equip to survive in facing the world tomorrow. It would also help us to develop more our personality and to widen our knowledge in the complicated things in the future that we are now trying to be prepare of. It is perhaps a glimpse to us on what they says "reality" which will definitely we will enter soon.....

Soon, we will be one of those "people" because, we have the necessary information that a company needs.

21st century would be the spark of new technologies, particularly the internet and the real asset is IDEAS. It would go more with software and the ability to access a mind boggling array of information instantly in any place. Corporation nowadays, in order to thrive in this technological century would undergo transformation and that is a new Industrial Revolution which would reach every corner of the globe. However, intense rivalries among competitors would surely take place.
This means that 21st century corporation must adopt itself to management through the web. Ideas or information can be easily found or transmit around the globe in the blink of an eye. Employees will increasingly feel the pressure to get breakthrough ideas to market first. Thus, the the corporation will need to nurture an array of formal and informal networks to ensure that these ideals can speed into development. Emerging technologies will allow employees and freelancers anywhere in the world to converse online and can work together in real time. "The gap between what we can imagine and what we can achieve has never been smaller." -Gary Hamel(consultant and author of Leading the revolution)
In contrast, 21st century corporation is far more likely to look like a web: a flat, intricate by woven form that links partners, employees, external contractors, suppliers and customers in various collaborations. Fewer companies will try to master all the disciplines necessary to produce and market their goods but will instead outsource skills-from research and development to manufacturing-to outsiders who can perform those functions with great efficiency. Its more about bits or information, instead of focusing solely on managing the corporation's physical assets. Companies will need to build a deep reservoir of talent because technology will let competitors watch or exceed them almost instantly, include both employees and free agents to succeed in their new era. But attracting and retaining on elite workforce will require more than huge paychecks.
All this work-internet, technologies will be done in an instant. The internet is a tool, and the biggest impact of that tool is speed. The speed of actions, the speed of deliberations, and the speed of information has increased, and it will continue to increase as we continually taking pace through 21st century of high-technologies.

Human Resource Downsizing


St. Lawrence Cement Group inc.This company which was recently taken over by Holcim Ltd., plans to close its head office in Montreal and transfer some operations to Ontario in a move that will affect 80 employees. The Montreal-based company will also transfer its Northeast U.S. assets to Holcim, and will reorganize its corporate, administrative and information technology services. All St. Lawrence corporate administrative functions will be integrated into the existing offices of the regional headquarters in Concord, Ont., just north of Toronto. Employees at the regional headquarters in Longueuil, Que., as well as those at the company’s other Quebec operations will not be affected.

“Following the buyout of the minority shareholders, we are re-configuring the organization on a geographic basis,” said Gaetan Jacques, senior vice president of human resources and communications. “We are transferring our Northeast U.S. division to Holcim U.S. (and) now we will be a Canadian focused organization with two major regions — one in Ontario, one in Quebec and Atlantic,” said Jacques. “We will have two main offices, one in Longeuil and one in Concord.” The cuts affect people working in the finance, human resources and information technology departments, as well as a small group from manufacturing engineering facilities, he said, adding no other major cuts are planned.“We are an organization that focuses on synergies and costs (but) we don’t have in our plans right now any other big reorganization or downsizing plan,” Jacques said. “There will be some adjustments, that’s part of normal business, but there’s nothing else that is being planned right now.” Once the reorganization is complete, St. Lawrence Cement will offer some of the affected employees the opportunity to transfer to Concord, while others will be offered professional assistance services to help them find new jobs.

A company would really undergo downsizing due to some circumstances that they encouterthough some of thier employees lose thier job but they need to take the risk for the company to be competitive in the industry. It is not an easy decision for the company but its part of the circulation to survive.
